Two days ago, Commander in Chief [CIC], President Yoweri Kaguta Museveni, dismissed director of Internal Security Organisation- ISO, Col Frank Bagyenda Kaka. He was replaced with Lt Col Charles Oluka, whom he had fired from the directorate in 2018.
Several people are now chest thumping over his sacking while others say it was long overdue. Renowned City human rights advocates among others Nicholas Opio, Eron Kiiza and Ssemakadde, have since described Kaka’s dismissal as ‘good news’ for human rights fraternity.
To be specific, Opio immediately took to his twitter account saying Kaka’s relieve of duties would make more sense if he is prosecuted for all human rights abuses. Kaka’s tenure that begun in January 2017 has been characterized by among other things broad day kidnap of people, torture of suspects and his operatives have often been cited in robberies.
“The net effect of this mess is double punishment, double trauma, and double jeopardy for the victims concerned. They must fund not only the cost of their medical and psychosocial recovery, but also the cost of the investigation and prosecution or litigation against Kaka and his subordinates. I am sure they’ll choose to lie low and attend to their wounds,” Ssemakadde said.
Based on human rights defenders’ demands for his prosecution one wonders whether Kaka could be headed for General Court Martial prosecution just like former Inspector General of Police-IGP Gen Edward Kalekyeezi Kayihura.
When Gen Kayihura was fired on March 4, 2018, many people predicted that he was going to be prosecuted since the CIC had dismissed him at the time they were not in good terms because of crimes that were being committed by his blued eyed boys like ACP Herbert Muhangi, SSP Nickson Agasirwe, Col Ndaula Atwooki, SSP Richard Ndaboine and SCP Joel Aguma.
Indeed, people’s demands and prediction came to pass as Gen Kayihura was arrested by Special Forces Command –SFC, Chieftaincy of Military Intelligence –CMI and Uganda People’s Defence Forces –UPDF from his Kashagama homes, in Lyantonde district.
Kaka’s last days have been of no difference from what Gen Kayihura faced in his last days as IGP. He was openly being criticized by Museveni. For Kaka, security agencies like SFC and CMI in July raided his alleged torture houses in Kyengera town council, Wakiso District and Kisaasi in Kampala.
A number of soldiers and operatives who were found at ISO’s torture houses commonly known as safe houses were arrested and some are still in detention. It is against such background people believe Kaka could be the next big fish soon to face Court Martial.
