With last week’s appointment of Lt Gen Joseph Musanyufu as Permanent Secretary of Ministry of Internal Affairs –MIA, increased the number of Uganda People’s Defence Forces –UPDF generals Incharge of key positions in Uganda police to seven.
The internal affairs ministry superintends Uganda police force. In May this year, President Yoweri Museveni, appointed Maj Gen (rtd) Kahinda Otafire as minister for internal affairs. On sixtieth of last month, Museveni also appointed then Chief of Defence Forces –CDF Gen David Muhoozi as deputy to Gen Otafire in capacity of minister of state.
Gen Otafire, Gen Muhoozi and Gen Musanyufu are now the overall supervisors of Uganda police force. Apart from Inspector General of Police and deputy IGP who are directly appointed by the president, Gen Otafire, Gen Muhoozi and Gen Musanyufu are responsible for scrutinizing names of senior police officers fit to service in capacity of directors before they are submitted to the president for endorsement.
Away from Gen Otafire, Gen Muhoozi and Gen Musanyufu, key positions in police force as an institution under ministry of internal affairs are occupied by UPDF Generals and Colonels. For instance, deputy IGP is Maj Gen Paul Lokech who took over office in December last year replacing a person of equal rank Stephen Muzeyi Sabiiti.
The position of Police’s Chief of Joint Staff –CJS is being held by Maj Gen Jack Bakasumba, the director of Crime Intelligence –CI is Brig Chris Damulira, the directorate of police human resource is headed by Brig Jesse Kamunanwire whereas the directorate of human resource development is headed by Col Godfrey Golooba.
Although human rights defenders and politicians have continuously castigated Museveni for militarizing police, he seems not ready to relent. Museveni has on several occasions described police force as infiltrated by weevils. The head of state has been vowing to revamp police force by appointing right people to clean up the force. Perhaps this is the journey Museveni has embarked on and time will tell whether it will work out as he expects.
