AIGP Frank Mwesigwa Delivers Key Lecture to Police Recruits on Transitioning to a Professional Identity

Police Director for Operation Services Assistant Inspector General of Police – AIGP Frank Mwesigwa, addressing trainees at Ikafe PTS

Kabalye, Masindi and Ikafe, Yumbe – June 16, 2026 – AIGP Frank Mwesigwa, the police director for operational services, emphasized the importance of professional identity transformation during a significant lecture held yesterday for recruit trainees at the Kabalye and Ikafe police training schools. The session aimed to prepare the trainees for their upcoming pass-out ceremony, marking their transition from civilian life to roles in law enforcement.

In his address, AIGP Mwesigwa underscored that entering the police force is not merely a change of uniform; it entails adopting higher standards of conduct, discipline, and accountability. “Policing requires a commitment to serving the community and adhering to the command structure,” he stated, highlighting the essential attributes law enforcement officers must embody.

Additionally, Mwesigwa linked the discussion to broader security and development initiatives, particularly the Parish Development Model (PDM). He called for a focused commitment to address agricultural crimes, which he emphasized are linked to the success of community development. “When development fails, crime fills the vacuum,” he warned, urging recruits to build strong relationships, share vital information, and integrate police work into the overarching development agenda.

The lecture serves not only to prepare the trainees for their responsibilities as future police officers but also to instill a sense of purpose and connection to the community they will serve. Mwesigwa’s insights aim to equip the new recruits with the knowledge and commitment required to combat crime effectively and contribute positively to Uganda’s development goals.
