An 18 year old man has raped a number of female medical graduates in job scams. Most of the victims are residents of Mukono district and a few others leave in other parts of greater Kampala.
Ashraf Lubega lured and raped the women by creating a Facebook page on which he often published the alleged jobs for nurses, clinicians, and midwives.
Police have explained that Lubega whose area of abode is Katosi village, Kisoga sub-county, in Mukono district, dubbed his Facebook page Medical Scrub Uganda and traded himself as Dr Ronnie.
Fred Enanga, the police spokesperson, said that Lubega only posted jobs for female medical graduates and he would afterwards rape the job seekers. “He would thereafter, rape the victims. The suspect who had no permanent place of abode, mainly operated in the areas of Mukono and Kayunga. Where he executed his acts of sexual violence,” Enanga said.

Lubega has since told police that he would briefly interview the females and thereafter schedule a meeting with them to discuss the terms and conditions. One of his latest victims is a 24-year-old midwife from Kireka in Wakiso whom he interviewed and invited to Ntunda village, Ntunda Parish in Mukono district, where he turned against her in a busy area.
The female victim later reported a case at Mukono police station and Lubega was tracked by Crime Intelligence and Flying Squad teams. Lubega in his statement has admitted to having been luring females and robbing them but he does not remember the number of those he has forcefully had sex with.
Police through its cyber-crime unit, at CID headquarters, has decided to expand investigations purposely to establish the whereabouts of all the women Lubega has raped in the guise of getting them jobs.
“We would like to warn young girls and females to be extra cautious when transacting business or searching for jobs on digital or social media platforms. Job seekers are particularly vulnerable to online job scammers, who create websites,” Enanga said.
This is not the first incident where women have been robbed, rapped, and even sometimes infected with HIV in search of jobs. Last year, a scammer was arrested after stealing several smartphones from female university students in Kampala.
Patrick Onyango early this year told the media that there was a fake external labour recruitment company that had defrauded more than 300 job seekers close to a billion shillings. Numerous women reported cases at Katwe, Old Kampala, Nateete, and Kawempe crying foul after their hard-earned money had been coined in fake job promises to countries like South Korea and Turkey.
