President Yoweri Museveni has vowed to sack whoever was involved in retiring the only police facial drawing expert.
Museveni said he had learnt from police that locals saw assailants who shot at Gen Katumba Wamala changing clothes after riddling his official military vehicle with bullets. Gen Katumba was shot at on June 1st along Kisota road, Kawempe division, in Kampala.
Gen Katumba survived with bullet wounds while his daughter Brenda Nantongo and his driver Haruna Kayondo died on spot. The attackers trailed Gen Katumba from his home in Najjera up to Kisota which is a 4.1km stretch.
Museveni was informed that police has capacity to draw a facial picture of such people based on witnesses’ description. However, Museveni said he was shocked when he was informed by deputy Inspector General of Police, Maj Gen Paul Lokech, that the facial drawing expert had been retired from Uganda police force.
Police have often released facial drawings of suspects in heinous and prominent murders but rarely arrest such people. Suspects’ facial drawings were released in the murder of state prosecutor, Joan Kagezi, kidnap and murder of Susan Magara, AIGP Andrew Kaweesi and Abiriga murder.
Museveni wondered why a person with such a skill could be retired without replacement. According to Museveni retiring such a person is a sign of lack of patriotism. Museveni made the remarks while speaking to newly sworn in ministers.
Maj Jessica Alupo has replaced Edward Kiwanuka Ssekandi as Vice President whereas Robinnah Nabanja has replaced Dr Livingston Ruhakana Rugunda as Prime Minister while former Speaker of Parliament Rebecca Kadaga has been sworn in as First Deputy Prime Minister and minister for East African Community.
