
Police in Dokolo district have embarked on investigations to establish the authenticity of accusations levied against Denis Livingstone Okello, that he used forged academic papers to obtain a public service job as Assistant Education Officer and later on as Inspector of Schools.
According to Superintendent of Police- SP James Okema, the North Kyoga Police Spokesperson, Okello’s accusations were been registered at the police by team from the Inspectorate of Government – IG Lira Regional office on the 25th April 2025.
“It’s alleged that the office of Inspectorate of Government received a complaint that Mr. Okello Denis Livingstone the District Inspector of schools, Dokolo District Local Government (DDLG) used forged academic documents and appointment letter to obtain employment as an Assistant Education Officer and later appointed as Inspector of Schools,” SP Okema said.
SP Okema said Okello was appointed on 1st Nov 2016 as an Inspector of schools on transfer of service from the Ministry of Education and Sports to Dokolo District Local Government and was confirmed in a letter dated 24th Oct 2018. Police said the IGG office based at Lira commenced investigation into this alleged forgery in 2021.
“The final reports were confirmed and concluded in 2025 where a copy of the Inspectorate of Government findings dated 25th April 2025 a copy was given out to the District Police Commander-Dokolo with a directive that the said Mr Okello Denis Livingstone be investigated further for uttering a false appointment letter and posting instructions,” SP Okema added.
In response, Dokolo police opened A General Enquiry File was registered at Dokolo CPS under GEF: 04/2025 for investigations. Police also summoned the suspect Okello, detained and later released on police bond. SP Okema said statements were recorded from CAO, DEO Dokolo and others to support investigation. Additionally, police have collected documentary evidence from the registry office Dokolo to support investigations
“We are yet to record statements from the Principal Human Resource officer, Chairperson District Service Commission among others. we are yet to retrieve a copy of the appointment letter and posting instructions from the Ministry of Education and Sports Kampala office for further analysis,” SP Okema said.
SP Okema said once all the processes are concluded, the case file will then be submitted to ODPP for perusal and legal advice. The IGG’s recent investigations revealed that a number of public servants are on employment using forged academic papers.
