Court has quashed Speaker Anita Among’s decision to remove Mityana municipality MP, Francis Zaake as a commissioner .
She intended to do this on grounds that he had offended the rules of natural justice and had no quorum in Parliament by the time the decision was made, among others.
In June this year , the constitution court heard afresh Zaake’s petition citing procedural impropriety.
The Mp explained that Parliament passed the resolution without at least half of all voting members in the House as required by the law.

It should be noted that there are more than 500 legislators and ex-officials in the current parliament but only 161 MPs voted on Zaake’s impeachment.
Zaake in addition accused members of the Rules Committee of receiving Shillings 6 million each from public coffers for participating in the Committee proceedings that resulted in his removal from office.
He said this tantamounted to bribery. He wanted the court to rule for each beneficiary to refund the money to the consolidated fund.
Zaake also asked the court to halt the implementation of the resolution to impeach him until his case is determined lest her suffer imperable damages.
The petition comes from the March 10, 2020 Parliamentary resolution to remove Zaake from the parliamentary commission for alleged indiscipline. From a report by the Rules, Discipline and Privileges Committee chaired by Abdu Katuntu, Zaake was found in breach of public trust and Parliament decorum.
The then Deputy Speaker, Anita Among directed the Committee to investigate Zaake following a motion by the Gulu City Barledge Division Member of parliament, Ojara Mapenduzi for his removal on allegations of abusing the Speaker using his social media handle.
It is alleged that these accusations came from when Zaake attacked the speaker via X ,then twitter for comments she had made during plenary in line with acknowledging participants who had taken part in the East African Legislative Assembly games in Tanzania.
The deputy speaker’s comments at the time came when legislators were complaining about increased torture cases by security agencies.
On the basis that Zaake had won a gold medal during the games , Anita joked saying that despite Zaake having sustained a broken leg , he had won a gold medal for Parliament in the 100km race during the games .
