
A two year old girl has drowned in a pond in Kira Municipality according to Kampala metropolitan police spokesperson, SP Rachael Kawala. She explained that police registered a case of death by drowning involving Elsie Apio, a daughter of David Oki, a pharmacist and resident of Kira Cell, Kira Division, Kira Municipality, Wakiso District.
“Preliminary findings indicate that on 16/12/2025 at about 1423 hours, a report of death by drowning was made by the father of the deceased,” SP Kawala said.
Okid said at about 1000 hours, while at home, he moved outside their compound to a neighbour’s unfinished building with his twin children, both aged two years, to play. Okid claims he later returned the children home and left to spend time away from home.
“After about an hour, he reportedly received a call from his wife inquiring about the whereabouts of the child. Upon returning home, he found his wife and neighbours heading to the unfinished construction facility where the children had earlier been playing,” SP Kawala said.
Okid said the child was found dead, floating in a pool of water that had collected in an under-construction swimming pool. Okid informed police and the scene of crime was examined and documented. Apio’s body was retrieved and conveyed to KCCA Mortuary. “Investigations into the incident are ongoing. Police appeal to parents, caretakers, and guardians to exercise extra caution and ensure the safety of children, especially around unfinished buildings and water-filled areas,” SP Kawala said.
