The Minister of Gender Labour and Social Development Betty Amongi has urged labor inspectors to ensure that all workers have contracts at their places of work.
Minister Amongi was speaking during the training of labor inspectors and leaders from the local government coming from the central region organized by the National Security Fund (NSSF) at the Imperial Royal Hotel in Kampala.
According to the minister, labour instructors have the responsibility to ensure that employers observe their obligation to the employees. She also said that it’s an advantage that the training has started from the central where all the big industries and employers are located.

She added that labour instructors are also charged with the responsibility of ensuring that every worker has a written contract where the NSSF contribution and other terms of conditions of service are embedded.
“The Social Security will not only support those at old age but also will support the growth of our economy in respect to investment” Amongi stated.
Hilda Nakagga a labour Inspector from the Ministry of Labour, Genders and Social Development while speaking to the Daily Press Uganda, said that the employment act gives labour inspectors the mandate to go to any workplace day or night and inspect compliance with labour standards and one of them being the NSSF compliance.
She highlighted that according to the new amendments of the NSSF Act Cap 22 requires every employer regardless of the number of employees to register and ensure that they remit savings of all employees.
Nakagga said that where the employers do not comply, the law states exactly how the enforcement can be done.
She showed the importance of involving the local government leaders saying that they are the ones in charge of the labour officers after being appointed and deployed by the Ministry of Local Government in the districts.
On the issue of noncompliance, Nakagga said that some employers are ignorant of the law, and some employers don’t know that they are supposed to deduct and remit the NSSF contribution of their employees.
Patrick Ayota the Executive Director of NSSF said that they are to ensure that they reach every person who they think can save money with funds. He revealed that they got 4900 employers who came on board before the regulations were instituted.
Now that the regulations have been instituted, Ayota said that they are to engage the public telling them how they can save with NSSF voluntarily which comes with other benefits like insurance and other products.
