President Yoweri Kaguta Museveni has ordered the Inspector General of Police Martins Ochola to swiftly stop the shooting done by Local Defence Units –LDUs and police all under the command of police gurus. Museveni said he had noticed recent shooting incidents that happened in the districts of Katakwi and Bugiri but they were all unnecessary.
Museveni said in Katakwi people were fighting among themselves because of elections and this did not warrant response by use of bullets. In Bugiri Museveni some people stoned army and other security agencies but the first response would have been to arrest the stone throwers or shoot to disperse the crowds.
Ochola has been ordered to designed guidelines that will be followed by police and LDUs when going to handle public. These should among others include diplomacy by telling people to leave or warning them with speakers that force would be used.
Museveni has said that nobody should carry a gun on behalf of the state when he or she does not know the procedures. The IGP has been directed to share the guidelines he will make to all Police Posts, Stations and Division to ensure that every person doing policing works acquaints him or herself with the procedures.
