BY KD SEBUNYA: Beatrice Anywar, the State Minister for Environment, emphasized the critical need for coordinated action across government Ministries, Departments, and Agencies (MDAs) to enhance disaster response efforts. Her remarks were made during the 2nd National Dialogue on Anticipatory Action, convened from May 22nd to 23rd, 2024, by the Government of Uganda in partnership with the Uganda Red Cross Society, the Food and Agriculture Organization (FAO), the World Food Programme (WFP), and the European Union.
Addressing attendees, Minister Anywar underscored the importance of a multi-sectoral approach to effectively manage disaster risks. “The complexity of disaster response requires a unified effort from various sectors,” she stated. She highlighted successful initiatives, including the relocation of communities from landslide-prone areas and the promotion of sustainable land use practices such as bamboo and tree planting on hillsides.
“Our collaborative efforts, particularly with the Red Cross, have yielded positive results, reducing the impact of recent disasters compared to previous years,” Anywar noted. She emphasized the ongoing need to sensitize communities in high-risk areas about the dangers of remaining in vulnerable locations, acknowledging the cultural and social challenges associated with relocation.
The dialogue also addressed Uganda’s strategies for climate risk financing and disaster preparedness. Irene Nakasita, spokesperson for the Uganda Red Cross, emphasized the importance of community engagement and early warning systems to enhance disaster preparedness. Nakasita highlighted the use of community radios to disseminate information from the Uganda National Meteorological Authority (UNMA) and stressed the necessity of maintaining cash reserves for swift response to emerging disasters.
“In disaster response, the ability to provide tailored assistance quickly is crucial. Cash-based interventions enable affected individuals to address their immediate needs effectively,” Nakasita explained.
The event attracted high-level participation from government officials, parliamentary committee heads, Members of Parliament, and development partners, reflecting a strong commitment to enhancing Uganda’s disaster risk management and anticipatory action strategies.
